摘要
高速铁路的委托运输模式是一种经营管理机制的创新。从网络型产业特性出发,通过对委托运输模式与自营模式的比较,从理论层面探讨铁路采用委托运输模式的优势,并利用调查数据,实证分析在2个不同铁路局集团公司的工务段分别采用委托运输模式与自营模式时人工成本的差异。结果表明:尽管不同的铁路局集团公司在人力资本等投入要素资源的布局不同,测算结果也不同,但结论显示,委托运输模式与自营模式相比在工务段上直接人工成本的节约较为显著,而且高速铁路公司采用委托运输模式还可以节约组织成本。
The entrusted transport mode of high-speed railway is an innovation of operation and management mechanism.Starting from the characteristics of network industry,through comparing the mode of entrusted transport with the self-operation mode,this paper discusses the advantages of railway entrusted transport from the theoretical level.Using the survey data,this paper empirically analyses the difference of labor cost between two different Railway Bureau Group companies when they adopt the entrusted transport mode and the self-operated mode respectively.The results show that although different railway administration group companies have different allocation of input resources such as human capital,the results of calculation are also different,but the conclusion shows that the direct labor cost savings of the entrusted transport mode is more significant than that of the self-operated mode in the depot,and the high-speed railway company can also save organizational costs by using the entrusted transport mode.
