Two development aims are set up in this paper. The lower one is mainly to develop foreign processing industry, trade and tourism on taking port construction and tourism as a breach. The higher one is on the basis of its port construction and tourism development, to construct near - sea industry of raw material producing such as steel and petrochemicals.
