Strategies and Approaches for Comprehensive Building-up of "Xiaokang" Society in Poor Area

全面建设小康社会是我国 2 1世纪前 2 0年的主要奋斗目标。根据我国国情 ,根据我国贫困地区和贫困人口现状 ,对我国贫困地区的小康社会全面建设进行研究 ,提出贫困地区小康社会全面建设的总体战略 ,以及实施这一战略的途径和对策。

Comprehensively to build a 'Xiaokang' society is a goal of first twenty years in 21th century in China. Based on the national situation and the population in poor area, this paper emphasizes the study on comprehensive building-up of 'Xiaokang' society. Authors propose the overall strategy and approaches or countermeasures for realizing this strategy in poor area.
