公地悲剧、价值失范与多中心治理——我国城镇化进程中公共体育服务的困境与破解

Tragedy of the commons,value misconduct and polycentric governance: Dilemma and solutions of public service of sport in the urbanization process of China

运用文献资料法和访谈法,在对"大型体育场荒废"和"广场舞扰民"等现象分析的基础上,对我国城镇化进程中公共体育服务中出现的资源配置和公共体育空间问题进行了研究。研究认为:在城市化进程中公共体育资源配置中存有"公地悲剧"和"反公地悲剧";公共体育空间作为公共精神的载体,在我国城镇化进程中存在着"价值失范"现象。针对这些现象,以问题和社会需求为导向,提出了在我国新型城镇化进程中应从"价值层面"和"制度层面"上推进公共体育服务供给。

The methods of literature and investigation are employed to analyze the phenomenon of "vacant large stadium"and "square dance disturbing residents",and research on the resources allo-cation and public sports space in the urbanization process of China.Research suggests that in the ur-banization process,there is "tragedy of the commons"and "tragedy of the anti -commons"in pub-lic sports resources allocation and value misconduct of public sports space.We should lay emphasis on value construction and institutional innovation of public sports services'polycentric governance in the urbanization process.
