我国特奥志愿者队伍法制化建设探析

智障人士参与的体育活动属特奥运动的范畴,特奥志愿者是特奥运动的脊柱,但由于我国对志愿者服务缺少明确的法律界定,特奥志愿工作仍游离于社会保障与法律体系之外,导致这一行动受到种种制约,因此志愿服务呼唤法律。在"融合运动"思想的影响下,借鉴国内外志愿者、志愿服务相关经验,结合我国的实际,将特奥志愿者纳入法律关系中的主体,建立特奥志愿者法律法规,以保障特奥志愿者的合法权益。

That people with intellectual disabilities to participate in sports activities is the category of the Special Olympics,the volunteer is the spine of the Special Olympics. However,due to the lack of clear legal definition of volunteer service in China,the Special Olympics volunteer work is still free from social security and legal system,which leads to all sorts of constraints on the volunteering,so volunteer service calls for the law. Under the influence of ' fusion movement' idea,and based on the practice of domestic and international volunteers as well as volunteer service experience,combined with the reality of our country,it is suggested that the Special Olympics volunteers be included into the main body of legal relationship,volunteer laws and regulations be established to protect the legitimate rights and interests of the volunteer.
