黑龙江省复种指数为1,推算农业需水为400～500mm,而多年平均年降水量多数大于400mm,有发展雨养农业可能;三江平原多年平均年降水量550mm,为此三江平原井灌区现有耕地具有全部发展种植水稻的可能。
