卫生卫星账户的构建与编制:国际经验及启示

Establishment and Compilation of Health Satellite Account:International Experience and Enlightenment

随着中国"新医改"的持续深化,医疗卫生产业化发展已是大势所趋。为了能够准确核算医疗卫生产业的规模及其对整个国民经济的影响,有必要在SNA(2008)中心框架之外,构建并编制完整的卫生卫星账户(HSA)。文章梳理HSA的发展脉络,归纳OECD、Eurostat和World Bank等国际组织关于HSA的研究成果,总结德国的实践经验,为中国HSA的完善与实践提供参考。

With the continuous deepening of China’s 'new medical reform', the development of medical and health industrialization has become an irresistible trend. In order to accurately calculate the size of the medical and health industry and its impact on the entire national economy, it is necessary to establish and compile a complete health satellite account(HSA) outside the central framework of SNA(2008). This paper reviews the development of HSA, generalizes the research results of HSA in international organizations such as OECD,Eurostat and World Bank, etc., and summarizes the practical experience of Germany. Thus the paper provides a reference for the perfection and practice of HSA in China.
