精准扶贫绩效评价模型及应用

Performance Evaluation Model of Targeted Poverty Alleviation and Application

现有的精准扶贫评价指标赋权多采用单一的客观赋权法或主观赋权法,文章通过改进的粗糙集和层次分析法的组合赋权模型测算了精准扶贫绩效评价指标的权重,既避免了客观赋权法无法考虑指标实际含义的问题,又弥补了主观赋权带来的强烈主观性的不足。结合内蒙古兴安盟科右前旗的精准扶贫绩效评价指标数据对构建的评价模型进行应用分析,结果表明:经济发展等准则层指标对精准扶贫的有效实施有着显著的影响。金融扶贫精准率等8项指标对科右前旗地区的精准扶贫绩效影响较大。

The existing evaluation indicators for targeted poverty alleviation are mostly weighted by a single objective or subjective weighting method.This paper uses the improved rough set and analytic hierarchy process(AHP)combination weighting model to calculate the weight of performance evaluation index of targeted poverty alleviation,which not only avoids the problem that the objective weighting method cannot consider the actual meaning of the indicators,but also makes up for the lack of strong subjectivity brought by the subjective weighting.And then the paper combines with the performance evaluation index data of precision poverty alleviation in Keyouqianqi of Hinggan League of Inner Mongolia to make an applied analysis on the newly constructed evaluation model.The results show that economic development and other criterion indexes have a significant impact on the effective implementation of targeted poverty alleviation,and that eight indicators,including the precision rate of financial poverty alleviation and so on,have a great impact on the performance of targeted poverty alleviation in Keyouqianqi.
