FSA method is a kind of the engineering technical method of ship safety design that acquires wide use at present. Combining the submarine safety design in the vitality of our country, the article explains the necessity to adopt FSA method in the aspects of submarine design and construction, military service and management, and establishment of the related norm. The author still introduces the characteristics, principle and takes the gauge of method and process of FSA method, proposes application of FSA concept to the submarine design as soon as possible.
