关于现代长江流域水资源管理的思考

Consideration on modern water resources management of the Yangtze valley

现代长江流域水资源管理是面临的一个新的课题,值得深入探索和研究。长江流域长期以来受传统计划经济影响而形成的条块分割、部门分割的水资源管理体制,使得供水、排水、污水处理回用等难以协调统一和良性运行。因此,流域水资源必须实行统一管理,应逐步建立符合社会主义市场经济发展规律的水市场,以实现水资源可持续利用。并就水法制保障体系、管理人才队伍、信息化建设提出了几点设想。

The modern management of water resources in the Yangtze valley is a new subject and worth extensivelyprobing and investigating. The water resources management of the Yangtze valley has been influenced by the planned economyfor long time and has become a district and department- responsible separate water resources management systems, whichcauses difficulties for water supply, drainage, sewage treatment and recovery to operate coordinately. Therefore, the water re-sources of the river valley must be managed in a unified way, and a water market to conform with the development law of thesocialist economy must be gradually established in order to realize the sustainable utilization of the water resources. The guaran-tee system for legal system of water, the managerial talents and the information technology application are envisaged in this pa-per.
