为优化车务系统人力资源配置,阜六线采取"撤人不撤站"方式实施劳动生产组织改革,撤销5个车站所有作业人员和管理人员,即车站成为无人站,但仍作为独立的行车分界点。介绍阜六线无人站行车组织管理、应急处置措施,根据阜六线行车设备及运输生产情况,提出进一步优化劳动生产组织改革方案:将车站由5个减为3个,建立车站与工务、电务等设备管理单位故障联合应急处置机制;将原由车务系统负责的确认道岔开通位置正确并加锁以及道岔解锁工作交由电务人员负责,或无人站道岔开通正线并加锁紧固;无人站发生设备故障需应急处置时,由管理站应急值守人员(或助理值班员)和站长赶赴无人站进行应急处置,在进一步减少定员的同时使赶赴无人站应急处置的时间也大幅缩减。

To optimize the allocation of human resources in the station system, Fuyang-Liuan Railway implemented the reform of labor organization at five stations by pulling all staff out of them, including operating and managing staff, therefore the stations became unattended ones, but still acted as independent train operation separation points. This paper looks at the train operation organization management and emergency disposal measures taken at the unattended stations along the railway, and according to the train operation equipment and transport conditions of the railway, it puts forward a plan for further reforming and optimizing the labor organization thereof, including reducing the number of the stations from 5 to 3, establishing the joint failure treatment and emergency response mechanism that links the stations with the track maintenance and communication and signaling equipment management units. The paper also suggests that confirmation of correct turnout clearing and locking and turnout unlocking, which are originally the responsibilities of the station system, shall be placed on the responsibility list of the communication and signaling staff, or the unattended stations shall be open to the main line and turnouts there be locked and fastened. Also, in case of equipment failure that calls for emergency treatment, the on-duty station operator(or station operator) and the station master of the management station shall come to the unattended stations for emergency disposal. In this way, the number of staffers can be reduced and the emergency response can be much quicker.
