广州抽水蓄能电站改革建设管理体制,取得了较高建设速度,比世界上同样规模的抽水蓄能电站工期短1～2年,预计到建成单位千瓦投资可维持在1400元左右,单项工程验收,合格率为100％。其经验为:有关单位组成的联营公司作为业主单位,承担了电站全过程管理职责,对集资、贷款、建设、运行、还贷、经营承担全部责任,自主权大;根据业主、设计、施工和监理等单位都是全民所有制企事业单位的特点,虽然各单位的局部利益和立场不尽相同,但根本利益是一致的,许多问题都能在这一前提下予以解决;科学技术是第一生产力,得到充分体现;兴建了后方基地,精兵强将上工地,提高了工效。因而取得了较鲁布革更加丰富和全面的经验。

The reform of the construation management system of the Guangzhou pumped-storage Hy dropower Station has earned a high construction speed with the construchion period 1- 2 years shorter than other similar projects of the same size in the world. It is estimated that the unit investment at com pletion will be about ￥1400. 0/kW. The check-and -acceptance rate of its individual subprojects reached 100%. This paper summarized their experiences as follows: that a joint-venture corporation, composed by the relevant units , is the owner unit responsible for the whole-course management of the project, including fund raising, loan, construction, operation, loan redemption and management, exercising free hand in decision making; that the owner, designer, constructor and the supervisor units are all country-owned, although their partial interests and standings might be different, but they have a common basic interest, many of their problems, therofore, can be settled rather easily, that the science-technology is the prime productive force has been fully embodied; and that the construction of a rear base, from which numerous experts and skilled builders are sent to the construclion site, is good for attaining a high working efficiency. Thus, they obtainod such experiences which are even richer and more whole-sided than those of the Lubuge Project.
