摘要
在工程项目资格预审评审过程中存在较大程度的非随机不确定性,现行的评审方法不能有效处理这种不确定性。选择恰当的评审方法和程序,以保证进度、质量、成本和安全等各方面都取得令人满意的效果,是研究者们正在努力寻求的。本文在简要介绍通用的资格预审方法的基础上,结合分析资格预审指标的特点,引入了一种基于模糊集基本理论的新的评审方法,采用承包商资格预审等级指数来表示潜在投标人的综合能力。同时利用三角形隶属函数与π形隶属函数分别进行计算和比较,保证了方法的可行性和完备性。最后通过对具体实例的分析,阐明了这种方法的优点,不足及潜力。
Contractor prequalification evaluation process involves a high degree of nonrandom uncertainties, and current evaluation methods cannot handle these uncertainties effectively. It is researched by investigators how to choose felicitous evaluation methods and procedures to make the schedule, quality, cost and safety, etc. satisfied. On the basis of the information of usually used prequalification methods and the analysis of the characteristics of contractor prequalification indexes, this paper introduces a new fuzzy sets theory based evaluation method and uses contractor prequalification index to express contractor's comprehensive ability. The calculations and compare are carried through between the membership function in shape of triangle and π to assure the feasibility and completeness. Through the analysis of the data of a project case, the advantages, deficiency and potency of this method are illuminated.
