贫困地区文化产业要科学规划,突出重点,实施项目带动战略。要加大宣传力度和资金投入,改革人才管理制度;建立激励机制,在政府的调控下,建立多维的的发展格局。

The cultural industries in less-developed areas should be planed scientifically and the project leading strategy should be implemented at the same time. We must take even great efforts to publicize it, expand the capital investment, reform the personnel management system, and we must set up incentive mechanism and establish a multi-dimensional pattern of development with control of the government.
