As a new mode of governance, Service-oriented Government is not only conform to the trend of the globalized government reforming and restorating, and adaptive to the strategic choice of inter-national competition, but also is the intrinsic value demand to build the administration system which is adaptive to Socialist Market Economic System under the instruction of the Scientific Development Concept. Only when we set up a people-oriented government concept, locate the government function reasonably, establish a new government culture, can we overcome the fetters of the traditional administration system and culture and achieve governance model change.
