对农村基层党组织角色定位的思考——以余庆县基层党组织建设的经验为例

改革开放以来,村民自治制度全面推开,基层党组织由基层单位的行政主体向非行政主体转换。基层党组织在乡村的角色也就必然应从以前的直接统治、管理转变为服务。余庆县作为一个西部欠开发、欠发达的农业大县,农村工作是其重中之重,他们对农村基层党组织建设进行了不懈的探索,在转变基层干部执政观念、拓宽党的群众基础、转换基层干部工作方式、体现党的先进性等方面都取得了较大成绩。这些宝贵的经验是值得我们总结并在更大的范围推广的,以便能在新农村建设中提供宝贵的借鉴。
