农村基层干部队伍是带领广大农民建设社会主义新农村的骨干力量,对于建设社会主义新农村和构建和谐社会具有决定性意义。当前农村基层干部队伍整体素质不高,工作能力不强,提高农村基层干部队伍的整体素质,促进社会主义新农村的建设,必须从拓宽干部来源、加强教育培训和建立激励机制下工夫。
