政治文化视野中的农村基层民主建设困境分析

An Analysis on the Troubles of Democracy Construction in Rural Grassroots from a Perspective of Political and Cultural Vision

党的十七大报告对坚持和完善基层群众自治制度、发展基层民主的重要论述,体现了党中央对我国基层民主政治建设的高度重视。当前中国农村基层民主的发展取得了可喜成绩。但随着对农村基层民主建设研究的进一步深入,越来越多的学者认识到文化因素已成为制约我国农村基层民主建设的深层次因素。改革开放以来,我国农村政治文化正朝着民主政治文化方向转变,却又受到许多消极因素的影响,当前,建设农村基层民主政治文明,就要建构适应时代要求的民主政治文化。

Those statements in the report of the Seventeenth Party Congress about upholding and improving grassroots selfgovernment system and developing grassroots democracy mirror that the CPC Central Committee attaches great importance to the democracy construction of grass-roots in China.The current development of grassroots democracy in rural area in China has made gratifying achievements.But with the further deepening of the building of grass-rooted democracy in rural areas,more and more scholars realize that cultural factors have been major factors restricting the construction of rural grassroots democracy.Since reform and opening,China's rural political culture is moving in the direction of democratic political culture,but it also affected by many negative factors.At present,it has being been a must to building a democratic political culture which can adapt to the requirements of times if we want to achieve the construction grass-rooted democracy and political civilization in the rural area in China.
