当前,中国社会正处在社会转型的关键时期,也是群体性事件的高发期。西部地区人口多、经济发展滞后、片面追求发展速度和GDP,使这里成为群体性事件的多发地。如何积极预防和有效处置群体性事件,维护社会和谐稳定是西部地区各级领导干部亟待破解的现实难题。

At present,Chinese society is in a critical period of social transition,but is also the high incidence the group events.Western area's large population,economic development lags behind and one-sided pursuit of GDP make it as a place of the multiple group events.How to actively prevent and effectively handle the group events,maintain social harmony and stability,is the practical problem which must be tackled by the leading cadres at all levels in the western region.
