控制腐败泛滥的三道关口及对策——基于腐败产生的逻辑思考

纵观古今中外,腐败现象的产生都必须经过三道关口,一是想不想腐败——思想关;二是能不能腐败——制度关;三是敢不敢腐败——法制关。要彻底反腐,就要把关好这三道关口,即要从三个方面去抓:一要搞好思想政治教育,把好思想关,使之不想腐败;二要搞好制度建设,把好制度关,使之不能腐败;三要搞好法制建设,把好法制关,使之不敢腐败。

Corruption, whether in ancient or modern times, in china or the abroad, must be through three gates: the first gate is whether or not want to corrupt, a thought gate, the second gate is whether or not have chance to corrupt, a system gate, and the third gate is whether or not fear to corrupt, a legal gate. In order to control the corruption, it necessary to settle the issue by three ways: improving ideological education, let the thought of corruption can’t be emerge, constructing system, let the chance of corruption is not exist , and perfecting legal system, let people dare not corrupt because of the severe law.
