建设学习型、服务型、创新型马克思主义执政党,是十八大在党的建设科学化上提出的要求。此前的十七届四中全会上,建设马克思主义学习型政党已经作为"重大而紧迫的战略任务"提出。党的基层组织是党全部工作和战斗力的基础,建设学习型政党,首先就要把党的基层党组织创建成学习型组织,要按照学习型组织的要求,加强领导班子建设,树立学习理念,改进学习方式和学习内容,使理论与实践相结合,全面加强党的基层党组织建设。

Building a studying,service oriented and innovative Marxist ruling party,is the requirements of the 18th Congress of the CPC in its building scientific.The party's grassroots organization is the basis of all work and fighting of the party,to build a learning-oriented political parties,first to create the party's grassroots party organizations into learning organizations,and to strengthen the building of leading bodies in accordance with the requirements of the learning organization,to establish learning concept,improve learning styles and learning content,combining theory and practice,then to overall strengthen the party's grass-roots party building.
