松桃"减贫摘帽"三大指标完成情况入手,回顾了松桃2012年的扶贫攻坚与先行先试的政策、方式及经济持续发展所取得的成绩,然后与周边区县相比,就区域共同点、主要优势和差距,扶贫攻坚与先行先试作了探讨,并对松桃扶贫攻坚与先行先试要从组织规划、完善机制、发展产业、夯实基础等方面着力坚持"五个"先行。

This article starts from the three indicators' completion of Songtao's 'Poverty Reduction and Uncap', reviews the anti-poverty policies and pilot, manner and sustained economic development achievements of Songtao in 2012, then compares with the surrounding counties, and discusses its regional commonalities, main strengths and gaps, poverty alleviation and the pilot. At last, the paper gives suggestions of the first Songtao's Anti-Poverty test: organiation and planning, improving the mechanism, the development of industry,solid foundation, and so on to focus on adherence to the 'five' first.
