摘要
“9·1 1”事件一年后,美国推出《国家安全战略报告》,表明布什政府的全球战略已基本形成。美国调整全球战略的根本出发点是加强在世界上的“领导地位”,反恐和安全则是美新全球战略的首要目标。美国外交政策的核心相应从推销美国式“民主”转向维护国家“安全”。反恐斗争为美改善同包括中国在内的大国关系提供了新的契机和动力。尽管美国不放弃对中国的防范,但已不再视中国为敌手,增进同中国的接触和合作已成美对华政策的主要方面。中国要抓住21世纪头20年这个重要的战略机遇期,需要妥善处理和发展对美关系及与其他大国的关系,创造一个长期稳定的和平国际环境。
The National Security Strategy put out one year after 'September 11' shows that the Bush administration has more or less finalized its global strategy. The adjustment of US global strategy is meant to strengthen its dominant position in the world, and counter-terrorism and security are the top priority issues for US new global strategy. The core concern of US foreign policy has also been shifted from advocating 'democracy' to safeguarding 'security . The war against terrorism offers a new opportunity and driving force for the US to improve its relations with big powers including China. Although the US will continue to be on guard against China, it no longer regards China as its adversary, and engagement and cooperation with China have become the major component of US' China policy. To grasp the opportunity of strategy in the first two decades of the 21st century, China should properly handle and develop its relations with America and other big powers to create a long-term and stable peaceful international environment.
