生态文明视野下我国矿产资源产权制度存在的问题及完善

The Problem and Perfection of Mineral Resource Property Right System from Perspective of Ecological Civilization

矿产资源是一个国家国民经济和社会发展的重要物质基础,对经济发展起着无可替代的作用。但由于我国法律法规关于矿产资源产权制度界定不够明确,使得矿产资源主体虚化,加上我国长期以来对环境保护的漠视,导致矿产资源开采中对环境造成了严重地污染和损害,资源浪费和枯竭成为我国目前面临的严峻社会现实。因此,如何在生态文明的大背景下建立和完善矿产资源产权制度就显得尤为重要,文章拟就此问题提出相应的建议。

Mineral resources are an important material base for national economy and social development which plays an irreplaceable role for economic development.But because of the definition of laws and regulations about mineral resources property right system in our country is still vague which makes the main body of mineral resources vague.Besides,our country’s ignorance about the environmental protection for a long time leads to severe pollution and damage during the progress of mineral resources exploitation.Thus,the waste and depletion of resources become a severe social problem that our country has to face.In such situation,how to establish and improve the system of resources property right under the background of ecological civilization become vital.Hence,his article puts forward related suggestions to this issue.
