图书馆阅读推广服务于全民阅读的价值论证——基于公共物品外部收益性研究 被引量:4

摘要 随着全民阅读渐成为全民共识,以推动全民阅读为使命的阅读推广成为图书馆服务的新时尚。利用政府公共资金以及公共资源保障公民知识信息权利是图书馆阅读推广的基本目标。图书馆阅读推广合理性的审定是阅读推广规模化推广或制度化定型的需求。本文结合信息运动规律,探究了图书馆阅读推广服务于全民阅读的补偿价值、应然价值以及实然价值,借助准公共物品外部收益性,分析了图书馆生产以及公民阅读消费的正外部性,揭示了以图书馆为主体的阅读推广服务于全民阅读的合理性。 With the national reading becomes the whole consensus,reading promotion as the mission is a new fashion of library service.The basic goal of library reading promotion is to use public funds and public resources to guarantee the rights of citizen knowledge information.The approval of reading promotion rationality is the demand for scale promotion or institutionalization of reading promotion.Based on the law of information movement,this article explores the compensation value,the deserved value and the real value of the library reading promotion service to the whole people,and analyzes the positive externality of the library production and the citizen reading consumption by means of the external income of the quasi public goods.In order to reveal the rationality of reading promotion service with library as the main body in nationwide reading.
