文化自觉与公共性重建:农村少数民族地区公共文化服务的双重使命

Cultural Consciousness and Public Reconstruction: Dual Mission of Public Cultural Service in Rural Minority Areas

农村少数民族地区公共文化服务需求的满足是公共文化服务体系建构中的薄弱环节也是重要一环。然而,在实践过程中农村少数民族地区的公共文化服务往往陷入"独自打保龄球"的窘境。公共性的缺失及对民族文化的非理性认知成为公共文化服务开展的桎梏。通过探究公共文化服务的逻辑内涵与使命,本文认为应从扩展文化空间、开展文化活动、鼓励社会力量参与、精准文化扶贫、挖掘非物质文化遗产资源等方面提升少数民族农村居民的文化自觉与公共精神。

It is an improtant but weak part of public cultural service system construction to meet the demand of rural minority areas for public cultural service. However, the practice of public cultural service tends to a situation of 'bowling alone' in rural minority areas. The development of public culture is shackled by the lack of publicity and the irrational recognition of national culture. Through studying the logical connotation and mission of public cultural service, the cultural consciousness and public spirit of rural minority residents should be improved by extending cultural space, carrying out cultural activities, encouraging the participation of social force, precising cultural strategy for poverty alleviation, and excavating intangible cultural heritage resources.
