《俄罗斯儿童图书馆指南》是为更好应对文化管理体制对图书馆的巨大挑战而提出的。文章从特殊儿童服务、服务体系及绩效指标等3个核心内容对《俄罗斯儿童图书馆指南》进行了解读,评析其对我国儿童图书馆立法的借鉴意义,指出对我国儿童图书馆的启示包括:重视服务安全,深化儿童分级服务,以深度阅读促进全民阅读,以开放包容的格局促进文化和谐。

Russian Children’s Library Guide was passed to meet the great challenge brought to children’s libraries by the change of Russia’s cultural management system. This article makes an interpretation of the Guide’s three core aspects:service for exceptional children, the service system of children’s libraries, and the performance indicators for children’s libraries. The ideas could be inspiring for Chinese future legislation on children’s libraries. Chinese children’s libraries should attach more importance to the safety in library service, construct a graded service system for children of different ages, and strengthen their reading promotion so as to promote the cultural harmony in the society.
