开放政府背景下的档案开放准备度评估体系研究

Research on Archives Opening Readiness Assessment System in the Context of Open Government

[目的/意义]在开放政府运动的新形势背景下,针对我国档案开放准备度不足的现状,对档案开放的准备度建立评估体系,有助于厘清开放中的障碍,以引导档案馆完善档案开放工作的顶层设计。[研究设计/方法]参考现有相关领域的准备度评估体系,利用文献分析法梳理开放政府背景下的档案开放要素、档案开放影响因素以构建评估框架,通过专家调查法修正指标和评分标准,通过德尔菲法确定权重,并进行信度分析。[结论/发现]选取样本档案馆对评估体系进行了检验,验证了评估体系的有效性。[创新/价值]采用了尚未在档案领域出现的准备度评估方法,为完善档案开放机制提供了新的方法和视角。

[Purpose/Significance]In the context of open government movement and insufficient preparation of archives opening in China,the establishment of assessment system for archives opening readiness could help identify the obstacles in archives opening and provide a guidance for the improvement of its top-level design.[Design/Methodology]By drawing on the existing readiness assessment systems and using literature analysis,this study sorted out essentials and influential factors of archives opening in the context of open government so as to develop an assessment framework.Meanwhile,indicators were modified through expert survey and their weights were determined by the Delphi method.Reliability analysis was also conducted.[Findings/Conclusion]The validation test was conducted in sample archives and the effectiveness of the assessment system was verified.[Originality/Value]The readiness assessment method was used for the first time in the field of archives,which could provide a new perspective for the improvement of archives opening.
