摘要
随着互联网的普及,它对各国的政治、经济乃至军事都产生了重要影响。网络行为体的多样性,网络权力结构的单调不平衡,网络行为体利益诉求的多元化,都使得网络权力和网络霸权成为一个备受关注的话题。自90年代以来,互联网行业高速发展,美国利用其在网络技术、人才培养、网络管理等方的优势逐步建立起网络霸权。网络领域的单极格局已成事实,美国谋求成为网络霸主的目的遭到多数国家的反对,包括中国在内的各国纷纷加强网络安全建设和顶层设计。
Internet brings significant effects on each country's politics,economy and even military affairs due to its popularization in the world. various network actant,monotonous unbalanced power structure,and diversified interest demands of network actant,all make network power and network hegemony becomes a fairly concerned topic. Since the 1990 s,Internet industry has embraced rapid development,and the United States takes full advantage of network technology,personnel training and network management to establish network hegemony. Network unipolar pattern becomes a reality,and the purpose of the United States seeking to become network overlord is opposed by the majority of countries,which,including China all take efforts to strengthen network security and top- level design.
