摘要
2018年,受诸多因素影响,网络空间国际治理进程整体态势不尽如人意,国际社会各方对2019抱有极大期望,各项国际议程已经进入筹备和推进阶段。但笔者认为,鉴于当前网络空间整体形势,尤其是大国博弈态势,2019年要想取得突破,国际社会各方应着力推进三大深层次问题的解决:一是网络空间国际治理进程的"动力"不足;二是治理机制建设的制度性鸿沟问题;三是化解治理平台与规则体系"碎片化"带来的风险。
In 2018, affected by many factors, the overall situation of the cyberspace governance process is not just as wishes of international community. All parties have great expectations for 2019, and the relevant international agendas have entered the stage of preparation and promotion. However, in view of the overall situation of cyberspace, especially the geopolitical situation of big powers, in order to achieve a breakthrough in 2019, the international community should jointly deal with three profound problems as follows: the lack of 'drive power' in the process of international governance in cyberspace;the institutional gap in the construction of governance mechanism;and the 'fragmentation' of governance platform and norms.
