践行群众路线,做好群众工作,涉及到各个方面的理论知识。党员干部驾驭复杂的局面,解决复杂的问题,需要理论素养这个强有力的后盾。当前,存在着一些党员干部理论水平不高、观念淡薄、理论与实际相脱离以及理论教育软硬件配套不完善等问题。因此,完善理论教育与学习的制度是提升理论素养的保障;创新理论教育的内容和方法是提升理论素养的基础;改进理论学习的作风、学风是提升理论素养的支撑;在理论下指导实践,在实践中巩固理论是提升理论素养的核心。

Practicing the mass line and doing mass work involve all aspects of theoretical knowledge.To control the complex situation and to solve complex problems need the strong backing of theoretical accomplishment.At present, there are some problems about Party members and cadres such as that their theoretical level is not so high, their concept is weak, theory divorces from practice, and that theoretical educational software and hardware facilities are not perfect.Therefore, perfecting the theoretical education and learning sys-tem is the security to enhance theoretical quality;innovating the content and methods of theoretical education is the basis; improving theoretical study style is the support to enhance the theoretical knowledge;guiding the practice with theory and consolidating theory in practice is the core to enhance theoretical attainment.
