我国学校体育治理存在的问题及解决路径

目前我国学校体育治理存在的问题有:学校体育治理的法律制度建设相对落后,治理效果不佳;政策制定的顶层设计不完善,政策执行参与主体单一;对学校体育主体需求重视不够;学校体育政策执行者之间利益不均,沟通和协调不畅。提出了以下解决对策:政府要转变观念,真正实现从"管理"到"治理"的转型,做服务型政府;应贯彻以"学校、教师、学生需求"为中心的理念,实现学校体育的制度创新;坚持公平公正的学校体育制度的实践导向,构建创新学校体育的现实路径;吸引更多的主体参与学校体育治理;不断完善学校体育法律法规制度;将学校体育的发展纳入政府绩效的考核体系中,提高学校体育政策实施的能力。

The present problems of school physical education governance in our country include that the legal system construction of school physical education governance is relatively backward,the governance effect is not good,the top level design of policy making is not perfect,the main body involved in policy implementation is single,insufficient attention has been paid to the needs of the main body of school physical education,the interests of the school sports policy executive bodies are uneven,and the communication and coordination are not smooth.The following solutions are put forward.The government should change the concept and truly realize the transformation from management to governance to become a service-oriented government.We should carry out the idea of'school,teacher,student demand'as the center idea and realize the system innovation of school physical education.It is necessary to adhere to the fair and just and practice-oriented school physical education system to construct the realistic path of innovation school physical education.It is necessary to attract more subjects to participate in the school physical education governance.It is necessary to constantly perfect the school sports laws and regulations system.The development of school physical education should be included in the evaluation system of government performance and the ability of implementing school physical education policy should be improved.
