Impacts of Government Involvement in Project Activities on the Efficiency of PPP Project——Based on the Mediation Effect of Incentive

本文研究了政府介入项目行为对PPP项目效率的影响。研究发现,政府介入融资仅仅导致交易成本增加,应该予以规避;介入设计对交易成本的影响不显著,对项目效率的直接影响是正向的,通过激励的中介作用对项目效率的间接影响是负向的;追踪项目进展会导致交易成本增加,对项目效率的直接影响是负向的,通过激励的中介作用对项目效率的间接影响是正向的。政府在介入设计和追踪项目进展时面临两难选择。

This article studies the impact of government involvement in project behavior on the efficiency of PPP projects. The empirical study found that intervening financing only means that the transaction costs increase, the government should completely circumvent. Interventional design affects project efficiency both indirectly and directly, and the two roles are in opposite directions. The practice in line with the PPP practice and concept is that the government gradually withdraws from project design, and ultimately leaves design responsibility to private sectors entirely. Tracing the progress of the project leads to the increase of transaction costs, the promotion of process efficiency and individual efficiency through the indirect mechanism, and the decrease of the efficiency of the process through direct action.
