生活饮用水污染事故应急预案的探讨 被引量:5

摘要 从今年发生的SARS疫情中可看出重大公共卫生事件对公众身体健康和社会生活造成的重大影响。疫情过后,卫生及行政部门都在认真分析事件的原因,总结处理过程中的经验教训,探讨以后对类似事件的应急处理方案等。为了有效预防,及时、迅速地控制和消除生活饮用水污染事故,保证生活饮用水卫生,保障公众身体健康与生命安全,维护社会稳定,制订生活饮用水污染事故的应急处理方案具有重大意义。作者以国家及北京市颁布的有关法律、法规为基础,对城市生活饮用水污染事故的应急处理预案进行了探讨。 After the almost nation-wide outbreak of SARS this year, all the health administration agencies have made attempt to analyze the origin of the epidemic and draw lessons from the measures taken against it, hoping to be better able to cope with such potential public health threats. For effectively preventing and timely controlling drinking water pollution accident so as to ensure the sanitation of life drinking water, it is of great importance to prepare emergency counterplan beforehand against such accident. In this article the author proposes the emergency counterplan against urban drinking water pollution on the basis of established laws and regulations of the state and Beijing municipality.
