随着信息数字化和网络技术的迅速发展 ,传统图书馆正在向数字图书馆发展。对于我国多数非国家重点投资的图书馆而言 ,因人力物力不足而难以一步到位 ,这就必然在信息资源建设、服务功能、信息化管理等方面受到影响 ,因此需采取应变对策 ,把电子数字信息放在信息资源建设的主导地位 ,以适应网络环境下信息资源建设及传输的发展趋势。

With the rapid development of digital information and network technology, the information resources of traditional libraries are increasingly becoming digital. But it is difficult for the most state-less-invested libraries to shift themselves in their stride due to the shortage of manpower and finance. This will inevitably affect the construction of information resources, and their service function, as well as information management. Therefore, it is imperative to take effective measures to focus on the construction of electronic digital information in order to adapt for the development of modern information resources construction under network environment.
