分析了平面坐标系统相互转换数学模型中尺度因子的可变性 ,针对建立地方独立坐标系统的特点 。

This paper analyzes the variability of scale-factor for the transformation of plane coordinate system.Based on the interim coordinate,a method of changing variability of scale-factor for the transformation of plane coordinate is presented.
