规制与放松规制:入世之后政府角色的思考

Regulation and Deregulation: Reflection on the Role of Government after China's WTO Entry

从不受干预的自由市场经济到政府规制再到放松规制,政府在经济发展中的作用发生了多次转变。规制作为人类理性的体现,与自由市场经济秩序间的摩擦不断出现,放松规制成为历史的必然。这也造成了政府规制与自由市场秩序间的历史悖论。从规制的弊端入手,论述了放松规制与中国经济之间的特殊关系,及入世后我国政府在经济发展中的作用。

From free market economy without government intervention to government regulation, then to the government deregulation, the role of government in economy has changed all the times. Government regulation, as one kind of human rationality, shows a continuous conflict with free market orders. Thus the appearance of deregulation is becoming a necessary result of history. The theme starts from the weakness of regulation, then reveals the special relationship between deregulation and China's economy. It also discusses the role of government in economy after China's WTO entry.
