转型期山东省土地利用战略研究

A Study of Land Use Strategy of Shandong Province in a Transitional Period

实现土地利用方式由粗放型向集约型的转变,是转型期山东省土地利用战略的关键。主要措施包括:以市场为导向调整用地结构,发展高效生态农业,实现土地的多元化利用;加强土地整理复垦,改造中低产田,提高农业生产的抗灾害能力和粮食保障水平;积极推进城镇化,优化城镇空间结构,提高城镇土地产出率;制定科学可行的土地利用规划、城镇及城镇体系规划;建立与市场经济体制相适应的土地资源管理体系。

Realizing the transformation from extensive use to intensive use of land is the key to the land use strategy of Shandong Province in the transitional period, during which period the following measures are to be taken: 1. To adjust the proportion of different types of land use and to develop efficient and ecological agriculture, so as to realize the comprehensive use of the land resources in Shandong Province; 2.To strengthen the improvement and reclaim of the land to renovate low yielding cultivated land and to enhance the capability to resist disasters and the level of food supply guarantee; 3. To promote urbanization actively, and at the same time, to optimize the spatial structure of the cities and towns of Shandong Province to increase the output of urban land; 4. To make scientific and feasible plans, including land use plans, urban plans and urban system plans; 5. To establish an administration system that adapts well to the system of marketing economy.
