我国工程招投标领域存在比较多的腐败行为,然而,如何防止招投标失灵、防止招投标中发生腐败却很少有人研究,试图从规范政府行为的角度来解决这一问题,为此从工程招投标中政府的作用这个角度出发,指出了政府在招投标中具有业主和管理者的特殊二重身份,揭示了我国招投标中政府失灵的具体表现,然后给出了规范我国招投标中政府行为的具体办法和建议,文章最后指出通过对政府行为的规范可以有效的规范招投标行为、防止招投标中腐败的发生,因此招投标中政府行为的规范迫在眉睫。

It exits many corruptions in the field of our country's engineering tender, but there are a few people researching how to prevent the abeyance and the corruption .This paper tries to resolve this problem by prescribing the government action. therefore this paper starts from analyzing the effect of government in the field of engineering tender, it analyzes the specific role of government in engineering tender: he not only is an owner but is an administrator, and it points out the concrete displays of government abeyance in our country's tender, Then, it gives the concrete methods and suggests to prescribe the government action. At last it points out that we can prescribe tender and prevent the corruption efficient by prescribing the government action ,so we should prescribe the government action of our country's tender immediately.
