摘要当前中国正进入全面建设小康社会规划科学技术长远发展的新时期。研究国家社会和经济发展目标之下制定和实施国家科技计划是一项具有重要现实意义的课题。文章以韩国先导技术计划开发(HAN计划)为案例,深入分析该计划制定的程序和机制,并提出可供借鉴的几点结论。
