Discussion on the systematic structure of electronic government affairs network

电子政务是政府运用计算机网络技术和现代通信技术来实现国家管理的活动。针对其网络构造内容的有关问题作出讨论,并指出应从平面的、发展的、内涵的多个角度作系统考察,一是认知其平面结构,完备三网一库的静态形式;二是体验其建设结构,掌握动态的逻辑发展过程;三是界定其内涵结构,确立三大体系,以完整地描述并构造电子政务网络结构。

Electronic government affairs management is the activity that the government uses the techniques of computer network and modern communication to realize the management of the nation. Aimeing at the problems concerned with the content of its network structure, the author discusses and points out that systematic observation should be made from different points of view: plane struceue, development and connotations, etc. One is to recognize its plane structure and perfect the static form of three networks and one data base. The second is to experience its construction structure and master its dynamic and logical development process. The third is to determine its connotative structure and establish three big systems to describe and constructs a perfect electronic government affairs network.
