摘要
本文绘出了一种新的二类优化模型。即NMSNO（A New Method of Surveying Ne-twork Optimization）模型。该模型能克服无法给出一个“合适的”准则矩阵的困难。其原理与著明的最小二乘平差原理十分相似。该模型适应范围广，能满足工程对测量控制网的精度要求，计算简单。

A new model of second-order optimization design of control network is given in this
paper. It is known to all that no proper criterion matrix Qx is available in second-ord-
er optimization design. this difficalty is obviated by the model. The principle is similar
to that of least squares adjustment. It is easy in computation and can fulfill the require-
ments of engineering on the accuracy of control network. thereby leading to a wide range
of applications.
