A new species of Therodiplosis Kieffer 1912 (Cecidomyiidae:Cecidomyiinae) collected in Shandong Province is described. The genus is first recorded from China and the type specimens are kept in the Insect Collections of Shandong Agricultural University. The new species is related to Therodiplosis arcuata Grover & Bakhshi 1978 but differs from it in following characters: (1) Lengths of the first and second segments of maxillary palpi are 1.7 and 2 times longer than their widths, respectively. (2) R_svein remains a little section at the base of R_5vein or being absent. (3) Length of basal stem of the third flagellum is about 0.42-0.58 times that of its basal enlargement, and length of basal stem of the eleventh flagellum is about 2 times longer than its width and about 0.6-0.75 times that of its basal enlargement. (4) Ventral plate emerges on distal margin. Holotype: male, China: Shandong (Taian), 17-IX-1987, collected by Mo Tielu. Paratype: 3 male, China: Shandong (Taian), 14-19-K-1989, collected by Mo Tielu.
