摘要
龙滩水电工程在建设过程中不断推行、探索和完善以项目法人负责制、建设监理制、招标投标制和合同管理制等为主要内容的工程建设管理模式,实行"小业主、大监理",根据龙滩工程特点,建立健全计划管理体制,投(融)资和工程造价管理体制、物流管理体制、工程质量和安全管理体制,实行封闭式管理,密切与地方的关系,狠抓现场文明施工,努力做到环境建设与工程建设同步推进,因而,在进度、质量、安全、文明施工、投资管理等方面成效显著。
In the construction of Longtan Hydropower Station, the main contents of the mode of project construction and management such as project legal person responsibility system, construction supervision system, bidding and tendering system, and contract management system, etc, have been continuously carried out, explored and perfected. The mode of Small Owner and Big Supervisor has been adopted. In accordance with the characteristics of Longtan Hydropower Project, it has set up and perfected the planning management system, investment and financing and project cost management system, material transportation management system, and project quality and safety management system. It carried out the closed management, built closer relations with local government and people and realized the civilization construction in order to realize the synchronous promotion of environment rehabilitation and project construction. Therefore it has gained obvious effectiveness in the aspects of progress, quality, safety, civilization construction, and investment management.
