In the market of telecom industry, whether or not the new incomer can survive and expand in the development is related to interconnection greatly. Also interconnection is an important factor for telecom industry to break monopolization and establish the effective competition. Therefore, supervision and administration on interconnection all along is the core content in telecom market regulation. Especially the government, as the supervisor of telecom market reform regulation, should keep to the rule of making interconnection smooth. This article will reconsider interconnection from the angle of New Contract Theory, analyzing the contract relationship between enterprise and society, enterprise and other enterprises.
