对地方院校学生欠费问题的思考

大学生欠费是一个十分普遍的现象,而在地方院校表现得尤为突出,给学校带来了极为沉重的负担。要解决这个问题,需要系统考虑,标本兼治。1)国家要加大对高等教育的投入;2)要建立合理的收费标准;3)要进一步完善扶助贫困生的政策;4)要加强对大学生的法制教育、诚信教育和艰苦朴素的作风教育,引导学生自立自强;5)要建立完善的个人信用档案,增强银行的放贷信心;6)教育主管部门要解放思想,允许学校保护自身的合法权益。

Tuition arrearage has now become a serious financial burden for Chinese universities,the local ones in particular.Thus the paper proposes some suggestions to solve this problem:1) to increase the national investment for higher education;2) to formulate rational tuition standards;3) to perfect policies of financially assisting students from underprivileged regions or families;4) to construct reliable learning environment to assist them selfsupport;5) to set up individual credit databank to attract more bank loan;6) to protect the lawful rights and interests of local universities in administrative effort.
