建国之初,百废待兴,优秀的海外留学生成为共产党和国民党双方争夺的对象。新中国的欣欣向荣局面吸引了海外留学生的目光,但西方各国对海外留学生的回国百般刁难,设置层层障碍。我国政府展开各种办法,通过设立民间组织“中国科学工作者协会”、各地建立留学生的专门机构以及外交上的种种周旋,争取了大批留学生回国。归国海外留学生为我国各项事业的发展做出了贡献。

When the Peoples Republic of China was founded, many outstanding students studying abroad were became the student that the Communist party and the Kuomintang fought for. The new Chinas advance attracts the eyes of the students studying abroad, but the West Countries hindered the students coming homeland. The Chinas government, founding the folk organization, The China scientist organization, many students studying abroad institution and diplomatic channel, won over many students abroad coming home who continued greatly to the development of the country.
