Education is also a kind of service. Students should be located in the most important place in the whole system of management. This article suggests dividing the rights of educational administrators? schoolmasters? teachers?and students?clearly, setting up the system of headmaster managing a school according to the law, the system of guaranteeing teachers?rights and interests, the system of respecting students?rights and interests, and improving the system of democratic management and supervision of primary and middle schools.
