可持续发展是人类追求的共同目标,实现可持续发展的关键是科学的制度安排。运用历史唯物论方法,结合几种社会制度实证地研究了制度安排的差异直接影响持续发展的程度和方法,并通过实例证实制度安排的核心是产权制度设计。真正科学的制度安排不是人们凭主观意愿和抽象道德观念出发的随意选择设计,而是在一定经济、社会、文化条件下按照"三个有利于"的原则作出的一种"自然而然的"、"不可避免的"选择。

Sustainable development is collective target of humankind pursuing.The key of achieving sustainable development is scientific institutional arrangement.Using history materialism and combining several social institution this article by demonstration studys the degree and model of the difference of institutional arrangement directly influences sustainable development.This article makes sure that the core of institutional arrangement is property right institutional arrangement.Scientific institutional arrangement is property right institutional arrangement. Scientific institutional arrangement is not planning at random by subjective will and abstract virtue conception,but is 'abiogenetic' and 'unavoidable' choice in the light of 'Three Favorables' principle in the definite economy,socity and culture condition.
