中国失业保险制度从实行以来,就力图使失业保险与就业促进相结合,并于1994年正式提出再就业工程,强 调了失业保险基金对促进失业者再就业的作用,但在具体实施中,对就业促进的效果不尽人意。本文分析了造成这一结 果的原因,并提出应在建制观念、基金用途、待遇时间、再次失业的受益条件等方面对现行失业保险制度做出相应的调整。
